A Lake Superior State University graduate with a Bachelor of Science in Business Administration, Francis M. Sulpher is a seasoned building expert with 48 years of experience in the commercial, institutional, industrial, and civil/environmental sectors of the construction industry.
Francis oversees construction scheduling, monthly progress draws, and commissioning, and maintains the highest level of quality control for all materials, processes, and work products. He also works to foster and support positive relationships with clients, consultants, architects, and subcontractors. In his capacity as Senior Construction Manager of Sulpher Construction, Francis is accountable for the overall performance of the company’s projects. Additionally, Francis provides safety leadership to the project teams and subcontractors, manages budgets, and facilitates subcontract negotiations and awards.
Francis is a Gold Seal Certified Project Manager and also holds a professional affiliation with the Canadian Construction Association.
A Construction Engineering Technologist (with Honours), from George Brown College, Francis S. Sulpher brings 22 years of experience in the commercial, institutional, industrial, and civil/environmental sectors of the construction industry to the company.
As Chief Estimator, Francis is responsible for preparing multidiscipline estimates from take-off to final pricing, including obtaining pricing from suppliers and subcontractors, overseeing RFPs and other tender submission documents, and leading estimate closings for all projects tendered. He’s responsible for ensuring bidding accuracy and completeness through all phases of the bidding process and for performing post-bid/post-project analysis to continually improve estimating strategies.
Francis is a certified Professional Quantity Surveyor and Gold Seal Certified Estimator. He holds professional affiliations with the Canadian Institute of Quantity Surveyors and the Canadian Construction Association.
With 18 years of construction industry experience and a Bachelor of Arts (Honours in Economics, Minor in Business) from Carleton University, Joel brings demonstrated expertise to his Project Manager role at Sulpher Construction.
As Project Manager, Joel ensures projects stay on budget, on schedule, and continually trending towards targets. He participates in operational, project, and financial meetings, prepares monthly progress billing, and performs site walks and documented trip reports. Joel is also responsible for developing and monitoring construction and labour schedules, coordinating equipment delivery, and finalizing timelines and procedures within the project scope. He completes safety and quality control reviews and inspections and acts as liaison between the office and project foreman.
Joel is a certified Project Management Professional and holds a professional affiliation with the Project Management Institute.
